Sixty-nine pirates that were never part of the 9,999 are being minted. Nobody has seen them. Not you, not the crew, not the people who drew the first nine thousand nine hundred and ninety-nine.

Each one carries an ability into the game. Each one is revealed on its own. Each one is auctioned on its own. They are the first pirates of Booty Wars ever minted, and they are joining a crew that was already full — so sixty-nine seats had to open.
